The prime objective of the program is to support researchers efforts should you wish to develop a partnership with an international client to work jointly on an R & D initiative.  Eligible applicants may be a Canadian researcher from a small or medium size enterprise, university, or a non-government research center wanting to work with a foreign partner.

As you will see from reviewing the above link, and quite similar to the CanExport program - www.international.gc.ca/canexport, much of the delivery of this program is done electronically with the Trade Commissioners Global Affairs office in Ottawa. This includes your interest in receiving the initial application, etc.
